Windows stuck on boot "Scanning an repairing drive C: 28% complete"
If this dosen't clear within the 24 hours as keepinguconnected stated you might have a problem with the boot sector on your HDD. You could try booting the computer in safe mode or if this fails, Perform an Automatic Repair of Windows 8 using your installation media. Have you created a bootable USB drive (USB recovery drive)??
If all these fail, Perform a System restore and check. You will have to change the boot device to CD/DVD drive and then boot from the Windows 8 installation disk. In the “Windows Setup” dialog box that appears, set the Time and currency format, Keyboard or input method and the language to install and then click “Next”.
Click on “Repair your computer” from the lower left corner. From the “Choose an option screen”, click on “Troubleshoot”. Click “Advanced Options” in the “Troubleshoot” screen. In the “Advanced Options” screen, select “System Restore”. Follow the on screen instructions to restore the computer to an earlier state when the computer was working fine.
If this fails you need to reinstall the operating system again. Don't worry about losing your photos or anything like that as windows creates a "Windows.old" folder where all your personal data is saved on the C: drive.
